Older adults aged 65 and older who are basic livelihood recipients, near-poverty households, or basic pension recipients - particularly those living alone or in grandparent-headed households who need care - are prioritized and selected using an assessment tool. Safety support (welfare checks), social participation, life-skills education, and daily-life support are provided through home visits or outpatient-style programs. The senior or a family member can apply at the town/township/neighborhood administrative welfare center for their registered address.
