This public-transit fare refund program is run by the Ministry of Land, Infrastructure and Transport's Metropolitan Area Transport Committee. In 2026, the existing K-Pass added a flat-rate refund option and began operating as Modu's Card. After getting a dedicated transit card and registering it on the website or app, riders who use public transit at least 15 times a month receive the more favorable percentage or regional-threshold refund for their usage type and location. Check the official guidance for card registration and eligibility by age or household type.
