A public institution established for medical-accident victim relief and dispute mediation, which carries out mediation/arbitration proceedings faster than litigation (typically 90 days, up to 120 days). The application fee starts at 22,000 won depending on the damages claimed, and is waived for basic livelihood recipients and persons of national merit. For accidents resulting in the patient's death, unconsciousness lasting a month or more, or a severe disability, the mediation process begins automatically without the hospital's consent.
