Following the Special Act on Domestic Adoption that took effect in July 2025, the National Center for the Rights of the Child now handles domestic adoption applications and intake, and this service guides prospective adoptive parents through eligibility requirements (age, criminal record, health, etc.), required documents, and procedures. Applications must be submitted by registered mail with the adoption application and required documents - there is no in-person intake. The website lays out the full process, from the local government's determination of a child's adoption eligibility, through the Ministry of Health and Welfare's screening and matching of prospective parents, to court approval of the adoption. Inquiries can be made through the counseling channel, which operates on weekdays.
